If you go to the flat world settings and keep looking through it, you might find the settings for dungeons, caves, villages, decorations, lava lakes, etc
You just have to keep look through the settings
Edit : and also add a new layer on top of the bedrock, I would suggest 100 layers

Luke, you can actually make it so some structures spawn in a superflat world so you can actually enable strongholds but then you would just see a lot of strongholds out in the open because of the world
